India Delays Laptops Import Restrictions by Three Months

India will provide a transition period of about three months before a new licensing regime for imports of laptops, tablets, and personal computers comes into effect, the country's trade regulator said late on Friday. This is a partial reversal from a surprise decision on Thursday to impose the licensing requirement with immediate effect, which had prompted calls for a delay. "Import consignments can be cleared till October 31 without a license and a government permit would be required for clearance of import from November 1," the government said in a notification. Earlier in the day, a government official told Reuters that it was examining an industry request to defer the new import license order by three to six months. The government's notification on Thursday did not give a reason for the action, which could affect technology companies such as Apple , Dell , and Samsung and potentially see them boost local manufacturing. Government Said to Likely Give More Time to Foreign Laptop Companies to Apply for Licences

The government is likely to give more time to companies to apply for licences to import laptops and other devices, extending stipulated timelines of import restrictions, IT Ministry sources said. The move will come as a part breather to companies. The timelines may be extended, maybe by a month or so, they said adding that DGFT notice on this can be expected soon. The sources said companies will be given more time to apply for the licence, and sought to assure that consignment or shipments meantime in transit won't face any issues. The government's latest move to impose import restrictions on laptops, tablets and certain types of computers, and allow their import only through valid licences was triggered by "security concerns". Huawei Technologies' handset business is "on the road to a comeback" the head of the company's consumer business Richard Yu said in his keynote at the company's annual developer conference in the southern city of Dongguan on Friday. Huawei's share of the domestic smartphone market share grew by 76.1 percent in the second quarter, and took second spot in the high-end sector, Yu said. The company held 11.3 percent of the overall China market in the second quarter, behind five competitors led by Vivo and Apple , according to Counterpoint Research. Counterpoint attributed Huawei's growth to the resumption of normal product launches after resolving shortages.
